Each of the four BDL towns has their own development review process, as well as zoning requirements, that are outlined on the following individual town pages. However, each of the towns, at the highest elected and management levels, is committed to a rapid local approval process for development proposals. Applicants will encounter professional staff in each community willing to assist to ensure successful projects. Our Boards and Commissions are made up of dedicated volunteers who are interested in diversifying the tax base of each community, especially on lands surrounding the airport. The economic development professionals in each community are available to facilitate with local departments in order to move your project forward. Please note: Each town has an Economic Development Commission that makes recommendations to their respective town legislative bodies regarding economic development policy. East Granby and Windsor are serviced by the Metropolitan District Commission for sewers. Suffield and Windsor Locks have their own Water Pollution Control Authorities. East Granby is part of the Farmington Valley Health District. Suffield and Windsor Locks are members of the North Central Health District. Windsor has its own health department. Each town has an Inland-Wetlands and/or a Conservation Commission that work under the powers and duties prescribed in Connecticut General Statutes. These include: - To review and decide upon development proposed within wetlands and adjacent upland areas.
- To review and decide upon conservation land issues.
- To review and decide upon development requiring soil erosion and control plan measures.
Each Town has a Planning and Zoning Commission that works under the powers and duties prescribed in Connecticut General Statutes. These include: - To prepare, adopt, or amend the municipality’s Plan of Conservation and Development.
- To establish, change, or repeal the municipality's zoning regulations, including zoning districts.
- To provide for the manner in which the zoning regulations are to be enforced and to take appropriate actions to enforce them.
- To hear, consider and decide upon applications for special use permit and site plan approval.
- To review and make recommendations on all proposed municipal improvements.
- To establish, change, or repeal regulations for the subdivision or resubdivision of land.
- To prepare and file surveys, maps, or plans of proposed streets.
- To hear, consider and decide upon applications for subdivision plan approval, including designation of open spaces.
